Job Title:
DIRECTOR OF SPECIAL SERVICES

Reports to:
Superintendent of Schools or Designee

Supervisory Responsibilities:
A district level administrative position under the direct supervision of the superintendent with a staff relationship to the building principals. Directive authority related to special education programming, related services, alternative educational placements, home instruction and the child study team.

Term of Employment:
12 months (from July 1 to June 30)

Salary:
Salary determined by the GEHR Board of Education and commensurate with experience.

Job Goal:
The Director of Special Services is responsible for providing vision, leadership, instruction, and supervision to the members of the child study team specifically, and to the teaching staff generally to accomplish the educational goals of the District as approved by the Board of Education. Position functions as a member of the district management team performing any and all other related duties as assigned, serving as liaison and coordinator for a variety of areas and working cooperatively with staff and peers to ensure the implementation and legal compliance of special education code and instructional programming.

Qualifications:
Education:
• Master's Degree in administration, special education, or related field

Certification:
• New Jersey Certification as a Principal or School Administrator
• New Jersey Certification as a School Psychologist, Social Worker, Learning Disabilities Teaching Consultant, Teacher of the Handicapped or Teacher of Students with Disabilities

Experience:
• At least five years of comprehensive child study team experience or a supervisory or administrative position in a public school district
• Excellent written and oral communication skills
• Demonstrated experience working as a project leader and as part of a team
• Strong organizational skills; ability to prioritize work to meet multiple schedules and deadlines and manage simultaneous tasks with many interruptions
• Strong interpersonal skills; able to work under pressure while maintaining a positive and enthusiastic attitude
• Experience with computer spreadsheet, database or student information system, presentation and word processing programs

Responsibilities:
• Establish and maintain both long- and short-range goals for the child study team, consistent with the educational goals of the District
• Prepare the annual budget for the special services department
• Utilize District resources efficiently in the management of the child study team and special education programming
• Monitor special education programs and their progress toward the accomplishment of educational goals of the District
• Recommend changes to special education programming as needed
• Recommend hiring, assignment, and changes as necessary in child study team staffing
• Supervise and assist the professional staff under the Director's direction
• Co-supervise special education supervisors with the principals; provide evaluative input regarding supervisor performance to the appropriate principal
• Hold monthly meetings with the special education supervisors
• Observe and evaluate the performance of the professional staff and report thereon as required by Board of Education policy
• Encourage professional growth of the professional staff
• Work cooperatively with the support staff, the teaching staff, and members of the supervisory and administrative staff
• Work cooperatively with parents, outside agencies, nonpublic schools, and other public school districts
• Complete reports as required by the New Jersey Department of Education
• Ensure that all aspects of the operations of the special services department comply with the state and federal code and regulations, board contracts, policies and regulations as applicable to a public school district
• Represent the child study team at Board of Education meetings including discipline hearings
• Serves as the District representative in mediations and due process hearings related to special education compliance and programming
• Coordinate and oversee the home instruction program
• Facilitate the substance abuse program
• Direct and supervise the community-based school to career program for special needs students ages 18-21
• Oversee school nurses at the District level for compliance with state code and reporting
• Serve as nonpublic school liaison as it relates to consultation and expenditures for IDEA and the provision of Chapter 192/193 services
