The Chief Academic Officer will assist the Superintendent by providing leadership to the professional
staff to plan, implement, articulate and evaluate all instructional programs and school district
operations.

The Chief Academic Officer

1. Valid NJ Principal Certificate and/or School Administrator Certificate.
2. Valid NJ Teaching Certificate.
3. Five Years (minimum) Administrative Experience.
4. Five Years (minimum) Teaching Experience.
5. Hold a valid driver’s license with no serious violations.
6. Have strong leadership, interpersonal and communication skills, with a commitment to
student achievement.
7. Be able to work effectively in the areas of community outreach, curriculum and program
development, staff evaluation, data analysis, budget, federal grants, and the development
of strategic partnerships with higher education and industry.
8. Have experience with Career and Technical Education and the Perkins Grant, preferred.
9. Possess a strong understanding of NJSLS in all subject areas.
10. Possess knowledge of Danielson evaluation tool, preferred.
11. Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well
with students, staff, administration, parents, and the community.
12. Demonstrate the ability to communicate effectively in English, both orally and in writing,
using proper grammar and vocabulary.
13. Demonstrate the ability to use electronic equipment for word processing, data
management, information retrieval, visual and audio presentations, and
telecommunications.
14. Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form
I-9 in compliance with the Immigration Reform and Control Act of 1986.
15. Provide evidence that a criminal record history check has been conducted and clearance
has been given by the Department of Education, or, during the initial six month period
provide a sworn statement that there have not been any convictions of a crime or a
disorderly person’s offense in accordance with 18A:6-7.1.
16. Provide information that includes current/former employers within the last twenty (20)
years in which the employment involved direct contact with children ; a written
authorization that consents to current and former employers disclosing certain
information; and a written statement as to whether the applicant has any employment
history regarding child abuse and/or sexual misconduct in accordance with N.J.S.A.18A:6-
7.6.
17. Provide evidence that health is adequate to fulfill the job functions and responsibilities
with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with
N.J.A.C. 6:3-4A.4.
18. Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-
4A.4.
19. Meet such alternatives to the above qualifications as the Superintendent may find
appropriate and acceptable.


VERIFICATION OF COMPETENCY:
1. District Application and resume.
2. Required documentation outlined in the qualifications above.
3. A minimum of three letters of reference from former employers, teachers, professors or
other professional sources, or copies of recent evaluations and observations of teaching
performance.
4. College transcripts.

EMPLOYMENT TERMS:
The Chief Academic Officer shall be employed under the following terms:
1. 12 month position.
2. Contract terms and salary to be determined by the Board.
3. Conditions established by all laws and codes of the State and all policies, rules, and
regulations established by the Board of Education (N.J.S.A. 18A:27-4 et seq.).

JOB FUNCTIONS AND RESPONSIBILITIES:
The Chief Academic Officer shall:
1. Prepare and administer the Elementary and Secondary Education Act grant (formerly
NCLB).
2. Prepare and administer the Perkins grant and manages Perkins requirements (PAC
Meetings, CTSOs, CLNA).
3. Manage CTE program approvals and collect CTE data to be reported to the NJDOE and
evaluate overall program performance.
4. Assume responsibility for pupil reporting systems and shall solicit the input of other
administrators in additions, deletions, or changes to such programs, making appropriate
recommendations for Board policies or related regulations.
5. Direct and ensure the advancement of technology integration across the curriculum for
teaching and for assessment as well as student information data applications.

6. Spearhead community outreach programs to expose marginalized groups to the
importance of career and technical education.
7. Maintain partnerships with professional, civic, volunteer and other community agencies
and groups having an interest in career and technical education.
8. Manage the CCTEC admissions process for all incoming students ensuring equity and
inclusion.
9. Manage all dual enrollment partnerships with colleges and universities, including the Early
College High School Program.
10. Work to expand apprenticeship programs and work based programs in collaboration with
school personnel.
11. Assist Superintendent in preparation of drafts of needed board policies and administrative
rules for review and/or board action.
12. Attend board meetings and prepare such reports for the board as the Superintendent may
request.
13. Provide leadership and guidance in the process of curriculum planning, coordination and
evaluation.
14. Provide leadership, oversight, monitoring and compliance of special education
programming and resources.
15. Develop and administer in-service programs for professional staff based on district
priorities for instructional improvement.
16. Participate in the selection and recommendation for adoption of all textbooks and
supplementary instructional material.
17. Study, evaluate and, as appropriate, recommend adoption of new instructional materials,
methods and programs, ensuring equitable access and inclusive practices.
18. Work with other Administrators in analyzing standardized testing data and determining
implications for curriculum and instructional practices. Conduct all school-based data
teams.
19. Ensure district compliance of the NJDOE Comprehensive Equity Plan, NJQSC in the areas of
instructional/staff development, and the Civil Rights Data Compliance Report.
20. Evaluate the performance of assigned personnel in accordance with law, code, and Board
policy.
21. Perform such other tasks and assumes such other duties as may from time to time be
assigned by the Superintendent of Schools.
