SUMMARY:
Under administrative direction of the Director of Parks and Recreation, directs, manages, supervises, and coordinates the activities and operations of the Recreation Division within the Parks and Recreation Department including planning, organizing, scheduling, coordinating, and directing a variety of community recreation programs, services and activities for various ages; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Parks and Recreation Services.

ESSENTIAL & ANCILLARY JOB DUTIES:

Essential Job Duties

  • Execute full management responsibility for assigned services and activities of the Parks and Recreation Department’s Recreation Division including youth sports, adult sports, aquatics, special events, teen programs, camps, special interest classes, and other programs and activities; supervises the rental and use of the various recreation program facilities including scheduling and collecting fees.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate, and review the work plan for recreation staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Select, train, motivate, and evaluate assigned recreation personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Evaluate community needs and interests; prepares community surveys; meets with individuals, community groups, and school officials to assure that facilities, programs, and activities are meeting changing needs of the community; recommends new recreation programs to meet community needs.
  • Research, budget, requisition, purchase, and inventory recreation, sports, and aquatics equipment, supplies, and awards.
  • Oversee and participate in the development and administration of the Division’s annual budget; assumes responsibility for the development of the assigned Capital Improvement Project budget for assigned areas; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
  • Maintain records and prepares reports for presentation to the director and Parks and Recreation Board.
  • Serve as the liaison for the Parks and Recreation Department’s Recreation Division with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
  • Serve as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
  • Provide responsible staff assistance to the Director of Parks & Recreation; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to recreation programs, policies, and procedures as appropriate.
  • Respond to and resolves difficult and sensitive citizen inquiries and complaints; provides customer relations.
  • Provide technical assistance on a variety of matters including capital improvement projects, parks and facility maintenance, long range planning, and purchasing.

Ancillary Job Duties

  • Attend and participates in professional group meetings; maintains awareness of new trends and developments in the field of community recreation services; incorporates new developments as appropriate.
  • Maintain comprehensive current knowledge and awareness of applicable laws and regulations; maintain awareness of new trends and advances in the profession.
  • Maintain professional affiliations; attend workshops and training sessions as appropriate.
  • Perform other related duties as assigned.

JOB QUALIFICATIONS & KNOWLEDGE, SKILLS AND ABILITIES:

Job Qualifications Education, experience and training that are required or desirable in order to effectively perform the job at the time of hire. An equivalent combination of education, training and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.

  • Bachelor’s degree in Recreation, Sports Management, Business Administration, or a related field required.
  • Minimum of eight (8) years of progressively responsible experience in recreation management including at least four (4) years of full-time supervisory experience required.
  • Valid driver’s license required.
  • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certification required.
  • First Aid and CPR certification required.
  • Certified Park and Recreation Professional (CPRP) certification desired.

Knowledge, Skills and Abilities

  • Proficient in the principles and practices of program development and administration.
  • Proficient and thoroughly knowledgeable in the operational characteristics, services, and activities of a community recreation program.
  • Proficient with Microsoft Office Suite and basic knowledge of office equipment and machines.
  • Ability to communicate effectively, both verbally and in writing.
  • Must be able to perform high-level analytical tasks.
  • Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.
  • Ability to supervise staff and projects, working collaboratively with staff.
  • Ability to think analytically and solve problems efficiently.
  •  Regular attendance is a necessary and essential job duty.

WORK ENVIRONMENT & PHYSICAL ABILITIES:

Work Environment Environmental or atmospheric conditions commonly associated with the performance of the duties of this job.

  • Primarily an indoor work environment. 
  • May be exposed to moderate noise levels.
  • Occasionally exposed to inclement weather conditions, including heat and cold.
